The County's standard is directed at substantial structural deterioration and at conditions posing a threat to life safety, rather than at whether a building put up decades ago would meet the code enforced today. Where the examination identifies deterioration requiring correction, the report sets out the repairs needed.
Pompano Beach requires an electrical report alongside the structural one. It covers the electrical service and metering, feeders and distribution equipment, panelboards, disconnects and overcurrent protection, branch circuits, grounding and bonding, the condition of conduit and raceways, and emergency and egress lighting.
The question the County asks is whether the equipment is being maintained in a safe condition with its devices and safeguards in working order, so the inspection depends on access to the electrical and meter rooms rather than on a review of drawings.
Broward does not require an infrared thermographic scan as part of the Building Safety Inspection Program. A scan was proposed at county level and was not adopted, so material describing one as a Broward requirement is describing a proposal rather than the rule.
Miami-Dade requires it, as do Boca Raton and Boynton Beach, where a building's electrical service is 400 amperes or more in aggregate. An owner or association with buildings in more than one county should not assume the packages match.
Broward requires its own structural and electrical safety inspection report forms. A report prepared in a firm's own format will not be accepted, regardless of how thorough it is. Where the inspection identifies conditions needing correction, the City looks for the repairs to be permitted, completed and inspected, and for a re-inspection affidavit confirming it.
Broward's program is not limited to the enclosed building. Elevated decks, balconies, parking garages, docks and seawalls attached to a covered building come within it.
For a waterfront property in Pompano Beach that is a meaningful difference, and it is worth establishing what the City treats as part of your building before the work is scoped.
Every municipality in Broward administers the same county program through its own building department, so Deerfield Beach next door works to an identical standard with a different building official.
The standard changes at the county lines. Miami-Dade's recertification requires an infrared thermographic scan where the electrical service is large enough and adds parking lot certifications, neither of which Broward asks for. Palm Beach County operates no county-wide program at all — Boca Raton, Boynton Beach, and Highland Beach each run their own, and a building elsewhere in that county is subject to the statewide milestone inspection, which is structural only.
